The note on the staff is D and would be played as open D, 5th fret of your A string D or 10th fret of your low E string D. However in this case the 8vb means to play one octave lower than written. This means we must tune our low E string down one whole step to low D.

Drop D Tuning
Drop D tuning means to drop your low E a whole step to a D. This will allow us to play power chords by just holding one finger across 2 or 3 strings. To do this play your 4th string D. Let it ring and strike your low E and then tune it down to match the open D but one octave lower. It should probably only be about 1/4 turn on most tuning pegs. You will get better and better just by doing it a lot but you may want to buy a tuner if you don't have one to check yourself.
